City governments fall into two categories: general law and home rule cities. Each having limitations on what they can and cannot do. Home rule cities have less limitations and, thus, more inherent powers.
The three forms of city government include mayor-council, commission, and council-manager. Each form comes with strengths and limitations.
City revenue, especially the sales tax, is sensitive to economic conditions in the state and nation.
Home rule cities have lots of power, but there are constraints on this power.

Most city revenue comes from property taxes, then sales tax.
