Possible Reason:

The SQL manifest file sqlsupport.msi is corrupted or missing.

Solution (1):

Download the package from internet or get the package file from installer DVD and install the package and sqlsupport.msi onto your PC.

Created an Azure VM running Windows 2008 R2 Datacentre. Sometime in the past I installed SQL 2008 Express R2. After it worked for sometime today MS SQL SERVER service failed to start with the following message:

Both errors appeared to be related to a manifest corruption. After sometime I found the following resolved my problem.

If you have another working installation, you can copy the following two manifest files from the working server to the failing server:

C:\Windows\winsxs\Manifests\amd64_microsoft.vc80.atl_1fc8b3b9a1e18e3b_8.0.50727.4053_none_8a1a02152edb659b.manifest
C:\Windows\winsxs\Manifests\x86_microsoft.vc80.atl_1fc8b3b9a1e18e3b_8.0.50727.4053_none_d1c738ec43578ea1.manifest

If you don’t have another working installation, find and open the files mentioned above and paste the following xml in them:

AMD64 Manifest: (see link)

X86 Manifest: (see link)

Note: You probably need to change the permissions for those files to be able to overwrite them. To do so, go to the file properties, Security tab, Advanced, Owner tab, Edit, Select the Administrators group and click three times OK until all windows are closed. Reopen the properties for the file, Security tab, Edit, Select the Administrators group and select Full Control.

In a nutshell i simply copied the AMD64 Manifest into C:\Windows\winsxs\Manifests\amd64_microsoft.vc80.atl_1fc8b3b9a1e18e3b_8.0.50727.4053_none_8a1a02152edb659b.manifest which was empty and the issue was resolved.

This article helps you resolve the problem that occurs when you try to uninstall a SQL Server instance or when you try to remove a SQL Server node from a failover cluster.

Symptoms

When you try to uninstall a Microsoft SQL Server instance, or when you try to remove a SQL Server node from a failover cluster, the Fusion ATL rule check fails. When this occurs, the Setup program fails, and you receive the following error message: A computer restart is required because of broken fusion ATL. You must restart your computer before you continue.

Cause

This problem occurs when the following conditions are true:

  • The SQL Server Setup Support Files component was removed by the current uninstallation attempt or by the node removal action.
  • The Fusion ATL assembly was not installed in the global assembly cache (GAC). Because an uninstallation or a node removal action does not install the missing SQL Server Setup Support Files setup component, the Fusion ATL rule fails.

Workaround

To work around this problem, manually install the SQL Server Setup support files from the installation media before you run the uninstallation or the remove node action from the SQL Server Setup file. To do this, follow these steps:

  1. Insert the original SQL Server installation media.

In Windows Explorer, locate the Sqlsupport.msi file in the following folder: Drive:\Platform\setup.

Note

The Drive placeholder represents the drive letter of the installation media. The Platform placeholder represents the processor architecture of your installation. For example, the processor architecture may be designated x86, x64, or IA-64.
