Local government is incredibly important in your everyday life. Your involvement and vote will make an impact.
City governments fall into two categories: general law and home rule cities. Each having limitations on what they can and cannot do. Home rule cities have less limitations and,
thus, more inherent powers.
The three forms of city government include mayor-council, commission, and council-manager. Each form comes with strengths and limitations.
City revenue, especially the sales tax, is sensitive to economic conditions in the state and nation.
Home rule cities have lots of power, but there are constraints on this power.
All the most populous cities in Texas are home rule cities; all but one have a council-manager form of government.
Local voters in
home rule cities use initiative, referendum, and recall to directly exercise lawmaking power.
Most city revenue comes from property taxes, then sales tax.
Are a local tax (not state) that provide the largest source of money local governments use to pay for schools, streets, roads, police, fire protection, and other services.
The Texas Constitution and statutory law authorizes local governments to set tax rates, collect taxes, and settle disputes.
Again, a local tax, assessed locally, collected locally and used locally.
Thus, the state is not involved! There is no state property tax. The state receives no benefit from these local property taxes.
Property taxes levied by local taxing units (more than 4,100). These include:
- School districts
- Counties
- Cities
- Junior colleges
- Special districts
PT rates set according to the taxing unit budgets.
Some taxing units have access to other revenue sources

School districts rely on local property tax, in addition to state and federal funds.
